Mousa Al Raeisi, director of monitoring and compliance at the RTA licensing agency, clarified that e-scooters are classified as motorcycles as needed by law and are not permitted on the roads until they are approved.
“But you can use your e-scooters in closed areas, or if they are allowed by the Dubai Municipality, including in parks and inside campuses.”

Is electric scooter allowed in Abu Dhabi?
Electric scooters in Abu Dhabi were opened for rental companies in August 2019. Residents were legally allowed to rent E-scooters in Abu Dhabi.
After a few months, this statement from RTA was released:
“Mattar Al Tayer, director-general and chairman of the Board of Executive Directors at the RTA, met with the electric scooter rental companies on the ban relevant to renting of the scooters. His excellency highlighted that considering public safety is the RTA’s priority, and to regulate vehicle use in the city, the RTA has issued a circular to all electric scooter rental companies to stop their activities, until new regulations are in force, based on the findings of a study being conducted by RTA.”
The good news is that there is no ban on private ownership of the electric scooter in Abu Dhabi.
